How can I put a shape, such as an arrow, with a transparent background, on a track so that it overlays another track? It seems that it should work as a text event does, but I can't find how to do it.

Unfortunately, from what it seems, you can't add shapes on a track. The software allows you to add only checkerboards, color gradient, credit roll, HitFilm light flares, noise textures, solid colors, patterns, and text:

However, you can use Google search engine to find symbols and then use them as a text character in you project:
